Named after Zachariah Joshua Loussac, a Russian immigrant who served as Anchorage mayor from 1948-1951 and championed community development, this remarkable facility serves over 940,000 visitors annually, exceeding attendance at the Sullivan Arena.

The building houses the Anchorage Assembly Chambers where local government conducts municipal business, and the Wilda Marston Theatre, which hosts year-round performances and community events. The Ann Stevens Room offers a tranquil sanctuary featuring Nigerian mahogany, Persian rugs, and Sydney Lawrence paintings—perfect for quiet study or contemplation.

The First Floor Atrium houses a café operating Tuesday through Saturday, while the outdoor fountain becomes a mesmerizing ice sculpture with colored lights during Anchorage's winter months.
